Diem Pho village (now Ngu Loc commune, Hau Loc district) was built by the first residents about 8 centuries ago right next to the sea, on the land of Con Bo and next to the mouth of Lach Truong river. They named the village Diem Pho, which, according to the explanation of cultural researcher Hoang Tuan Pho, is a word name - a name associated with the historical process of several hundred years, since the Le dynasty. Based on the phonetic Chinese characters, "Diem" means salt, and "Pho" means wharf, river bank, here it can be understood as "nai muoi". This explanation is also true to the geographical characteristics (located close to the coast) and occupations (salt making, fishing) of the village, based on which the ancients named the land. Diem Pho is an old and most populous fishing village in Thanh Hoa. At the same time, from very early on, this fishing village became famous thanks to its dense population distribution and narrow land, not less than Hanoi's Old Quarter. In the 70s and 80s of the last century, with the policy of "closing the waterfront, building a national defense and developing the economy" of Hau Loc district, the people of Diem Pho and Diem Pho - Ngu Loc village, like bees, intertwined with the communes along the coastline, running from Da Loc to Hoa Loc. From there, a strong fishing community was formed. According to statistics from 1990, although there were many times of migration to establish new villages in different places, Diem Pho was still the most populous village (and commune) in Hau Loc district and Thanh Hoa province (with a total population of 14,628 people).

Diem Pho's coastline is about 1.2 km long, accounting for 1/10 of the coastline of Hau Loc district. This is known as a low, hollow and muddy sea bay. On days of high tide, it is very difficult to travel on the sea and boats seem to be stuck in the mud. Although short, it is often affected by the climate and especially the tide, causing the Diem Pho coastline to be constantly eroded. "In years with big storms and floods, the sea rises, the waves crash into the fields and villages, causing the coastline from Diem Pho to the South to gradually retreat, retreat further inland, up to 50m deep" (Geographical Records of Hau Loc). Being eroded by the sea for many centuries, the terrain and shape of the village have also changed. From the location of the ancient Lach Truong river mouth, through each period, Diem Pho gradually moved towards the West and Northwest. Today, Diem Pho has a basically stable terrain at the point between the two river mouths of Lach Sung and Lach Truong. Looking at the map, Diem Pho looks like a trapezoid, with the small base being the land deep in Minh Loc territory, and the large base being the sea surface. The shape of this fishing village is no different from a funnel that sucks in and holds wind.
