The Temple of General Hoang Minh Tu was built during the Tran Dynasty, located on the land of Truong Le village – the former Du Vinh commune (now part of Hong Hai street, Quang Vinh ward, Sam Son city, Thanh Hoa province). It was constructed to honor the deity who contributed to helping the royal court oversee military supplies and defeat the Mongol invaders, thereby protecting the borders of Vietnam. According to local legends and the family records of the Hoang clan from Truong Le village, the deity is known by the title Minh Tu, and was granted the rank of "Thuong Dang Toi Linh Than". During the most difficult and intense moments of the resistance against the Mongol invaders, he demonstrated unwavering loyalty to the royal court and proved his abilities as a capable general. It was constructed to honor the deity who contributed to helping the royal court oversee military supplies and defeat the Mongol invaders, thereby protecting the borders of Vietnam.

According to local legends and the family records of the Hoang clan from Truong Le village, the deity is known by the title Minh Tu, and was granted the rank of "Thuong Dang Toi Linh Than". During the most difficult and intense moments of the resistance against the Mongol invaders, he demonstrated unwavering loyalty to the royal court and proved his abilities as a capable general. After the victory over the Mongols, the Tran Dynasty bestowed upon him the title "Minh Tu" He brought his family to settle in Truong Le village, while he remained in the military until the end of his life. Throughout the turbulent events of history, by 1960, the temple had been completely destroyed. In 1994, thanks to the attention of local authorities and the generous contributions of the people and visitors from various regions, the temple was restored. The reconstruction included the building of the main worship halls, such as the Tien Duong, Trung Duong, and Chinh Tam, temple's courtyard, the Tam Quan gate, the keeper's house, a surrounding wall, and shaded trees.

The Temple of General Hoang Minh Tu was recognized as a provincial historical and cultural relic site under Decision No. 114/QĐ-VHTT on May 25, 1994, issued by the Director of the Department of Culture and Information of Thanh Hoa Province.

Based on the remaining historical evidence of the temple, since its restoration, the local People's Committee has organized the traditional festival every year on the 24th of January, with the celebration taking place at the commune level.

The purpose of organizing the festival is to preserve and promote the cultural values of the homeland, serving as a community ritual for the people of Quang Vinh. It also meets the spiritual and religious needs of the local residents and visitors from both within and outside the ward. Additionally, the festival aims to educate descendants and future generations about the moral principle of "uong nuoc nho nguon" fostering gratitude towards the deities. It also contributes to the promotion of spiritual tourism in Sam Son city in general and Quang Vinh ward in particular.
